Microsoft Campus Agreement

General information

Technical University of Applied Sciences Augsburg joined the federal contract for the Microsoft Enrollment for Education Solution (EES) on 1st of May 2021. This accession is referred to below in simplified form as the Microsoft Campus Agreement. The rental agreement has a term of one year and is regularly extended as required by resolution of the responsible committees.

The previous Microsoft Select Plus contract continues to exist and can be used for licence purchases outside of the Microsoft Campus Agreement. In some cases, however, purchasing licences via Microsoft Select Plus (via the LRZ) is no longer necessary as the licences are already included in the Microsoft Campus Agreement (e.g. Microsoft Windows 10 Education). Please refer to the relevant subpages for more information on this topic.

Participating institutions and beneficiaries

The Microsoft Campus Agreement was concluded based on the number of all employees (EQU) and students at Technical University of Applied Sciences Augsburg. In principle, all faculties and central facilities such as the administration, library and computer centre participate in the agreement.

Services
Licensing (user-based) is billed on the basis of the total number of employees (EQU) and students at Technical University of Applied Sciences Augsburg. On the basis of this full licence, the licensed software can be used on all devices owned by Technical University of Applied Sciences Augsburg. The conditions described below apply.

Based on the full licensing of the Technical University of Applied Sciences, the Microsoft Campus Agreement also enables the use of the so-called Student Advantage Benefit or Teacher Benefit at no additional cost.

A distinction is made between business and private use of the licences and benefits.

Within the scope of the Microsoft Campus Agreement, business use includes all devices belonging to Technical University of Applied Sciences Augsburg. Further information on business use can be found in the Business use section.

Active students and employees have the opportunity to use "Microsoft 365" for their private devices via the so-called Student Advantage Benefit or Teacher Benefit. Further information on Microsoft 365 can be found in the Microsoft 365 Apps section.

Usage guidelines for Microsoft Cloud Storage Services at Technical University of Applied Sciences Augsburg

The use of Microsoft's cloud storage services by the user is carried out in compliance with the 'Directive for Use' (in particular Section 4) and the 'Security Concept for Information Classification' (in particular Chapter 4) of the Technical University of Applied Sciences Augsburg (in particular Chapter 4).
The Technical University of Applied Sciences Augsburg therefore prohibits the user from using the cloud storage services of Microsoft for data with the following information:

a) data containing information that may cause damage or liability to the university if publication or loss may result in any damage or liability of the university, as well as personal data for which compliance with the regulations of data protection or the fulfilment of information obligations cannot be guaranteed. As a rule, such data is only accessible to those university members whose knowledge is regularly required to process the relevant information and the related process ('HSA confidential' classified data).

Examples of this would be:

- Personal data (presetting lists or lists of participants of an event)
- Travel or payroll statements (financial data, social data, data related to the personnel file)
- Research data that is not currently intended for the public
- Technical data (construction plans of sensitive rooms; network plans)
- Protected data (sick notifications, draft certificates, study papers, contracts, “managed”)
- Examination (expert opinions and corrections)

b) data containing information that must prevent unauthorised inspection. This includes, in particular, information to be kept secret due to contractual obligation or information that is subject to the duty of confidentiality. As a rule, data with such information is only accessible to a group of people defined and documented by the information owner ('strictly confidential' classified data).

This includes, for example, data from cooperation with third parties (state institutions, research institutions, companies) from an official or contractual obligation.
In order to avoid the unintended loss of trustworthy information, data is classified as 'HSA confidential' data in case of doubt, making it not suitable for storing in external cloud stores.
If files are shared with others, the required shares must be restricted to the necessary one and checked semi-annually by the user.
Data stored in the cloud storage service and still required must be secured by the user independently and stored in internal storage services by the user before leaving the Technical University of Applied Sciences Augsburg. For technical reasons (lack of access rights), Technical University of Applied Sciences Augsburg cannot provide support for the migration of data.
Without prejudice to the regulations of the GDPR or other legal regulations, Technical University of Applied Sciences Augsburg is not liable for lost data, in particular not for the loss of data resulting from the departure of a person from the Technical University of Applied Sciences Augsburg. A backup of the data stored in the Microsoft cloud storage services by the Technical University of Applied Sciences Augsburg does not take place.

We expressly point out that you may only use Licensed Products if you have read and understood their Terms of Use and you agree to the listed terms and conditions.

Microsoft Server CALs (Client Access License)

We would like to point out that the acquisition of qualifying operating system licenses is still necessary. For more information, see the section "Qualifying operating systems" below.

Each new device should therefore continue to be ordered with a Windows OEM license. Already acquired OEM licenses are subject to the sending of the device to use (according to Microsoft's legal opinion). This means that with the disposal of the device, its OEM license also expires. License stickers may not be transferred to other devices. The OEM license must therefore be repurchased with every device. When purchasing new hardware, the data center strongly recommends that you purchase a Windows OEM license with the device.

Upgrade/downgrade right

Licenses from the Microsoft Campus Agreement entitle you to install the current operating system versions of Windows (e.g. Windows 10 Education) and Office Professional Plus/Microsoft 365 Apps (1x Office Prof. per person, starting from 2. device Microsoft 365 Apps). Alternatively, previous versions (currently supported by Microsoft) may be used (downgrade) and platform changes (Cross-Platform Law).

Rights for multilingual use

Licensed products may be used in any available language. This includes the multilingual use of Windows Education (or Enterprise at Windows Ã10) and Office Professional Plus. User interface, spelling correction, etc. may be installed simultaneously in several languages and can be used by the user accordingly.

Office Professional Plus / Microsoft 365 Apps

In the Microsoft Campus Agreement, the Microsoft 365 Apps are the standard office for official use.

However, a total of max 1x MS Office Professional Plus may be installed and used on all his/her service devices as part of the Microsoft Campus Agreement. From the 2. Device must be installed and used by Microsoft 365 apps.

Since these are users associated licenses, the use of the Microsft 365 apps is also permitted on private devices.

Office for Mac (use unclear - therefore from the 1. Device that install Microsoft 365 apps)

CALs

There are user-based Windows Server access CALs (CAL Ã Client Access License) for each active university member

If you (directly or indirectly) access a Windows server operating system or services provided there, corresponding CALs are required from a licensing point of view.

Depending on which service is accessed (also from a non-Micrsoft OS such as. Linux or mac OS!), the purchase of further CALs is necessary (e.g. MSSQL Server, or RDS). Please also note the relevant terms of use here

Qualifying operating systems

The following information was taken from the Product Terms (PT) for Germany.

The qualifying operating systems include:

Apple macOS (must be pre-installed by the authorized manufacturer before the first sale of the device)

Activation of Microsoft Windows and Office

For activation of Microsoft Windows and Office prof. Plus, the university computing centre, with the completion of the Microsoft Campus Agreement, offers the use of a so-called KMS server (Key Management Service, i.e. Key management service). This should be used to activate Windows and Office.

With the Microsoft 365 apps, activation is only done via the user account stored with Microsoft.

A brief explanation of the terms:

KMS: Key Management Service
Key Management Service; an activation server within the university that enables Windows and Office installations.
MAK: Multiple Activation Key
Multiple activation key; a license key that enables a defined number of devices directly to Microsoft.

The KMS service is restricted to the IP areas of the Technical University of Applied Sciences Augsburg. If the KMS server cannot be used, MAK keys can also be used for activation. MAK keys can be requested from the RZ by the IT representatives of the faculties.

For KMS or MAK activation to work, a disk/image from the volume license programs (Microsoft Campus Agreement or Select Plus) must be used for installation. Windows images marked as VL build have already entered a KMS client key. These images are suitable for both KMS and MAK activation. This means that they do this automatically. Please follow the instructions below to enable Windows and Office.

Reference and download options for software

The data center provides an FTP server for downloading the ISO images. Access to the FTP server is only possible for the IT administrators of the respective faculties. Please contact the IT administrators of your faculty if you need the installation of the licensed software.

With the Microsoft 365 apps, it is possible to obtain connection via the Microsoft website or to create an offline installer.

If you are dependent on plugins when working with Office, there may be problems with using the 64-bit version. In this case, we recommend installing the 32-bit version of Office.

KMS activation

The KMS client key entered in the VL-Build images causes Windows and Office to attempt to activate via a KMS server. The software usually finds the KMS server automatically via the DNS. Starting with Windows 8, Windows and Office are activated via AD - integrated activation on computers that are in Active Directory.

For clients that for some reason the KMS server cannot find the KMS server, activation must be done manually. The procedure is described under “Manual KMS activation”.

KMS-activated products are enabled for 180 days. Once a week, contact the KMS server to set the remaining time to 180 days. If the computer cannot reach the KMS server for more than 180 days (for example, because it was outside the IP address ranges released or it was switched off for more than 180 days), there is still 30 days to remain at the end of this time, in which a warning message appears. During this time, the connection to the KMS server must be made possible again. Otherwise, the software can only be used with a reduced functionality until it is reactivated.

Clients that cannot be activated via KMS for certain reasons (e.g. Laptops that are outside the university network for a longer period of time can also be activated using MAK keys, as in the past. In such cases, please contact the data center service. You can continue to use MAK keys that you received when ordering from the Select contract.

Microsoft 365 Apps (Office 365)

As part of the Microsoft Campus Agreement, students and staff have the opportunity to use certain licenses and services.

Opt-in/opt-out Microsoft account "Microsoft 365 Sync"

In your data center identification data, you can use the "Microsoft 365 Sync" option to specify whether or not you want the Microsoft 365 account (required to use Microsoft 365). Changes can take up to 30 minutes. Please back up your data before setting to "no" which is located at Microsoft, as your Microsoft account will be deleted.

Active employees and professors are synchronized by default, but have the option of opt-out.

Active lecturers and students are not synchronized and have the opportunity to opt-in.

Reference/use

To obtain the M365 apps and use other services, you can register on the https://portal.office.com/ page with your university email address and password (from the data center ID). For this purpose, the above-mentioned option "Microsoft 365 Sync" must be set to "yes".

The following services are offered:

M365 local installation apps (e.g. Office 365)
the Microsoft Office Web application (less functions than installed)
SharePoint/OneDrive

Note: please regularly save the data stored in the Microsoft cloud independently!

The "use policies for Microsoft Cloud Storage Services at Technical University of Applied Sciences Augsburg" apply above, which must be confirmed at the first login to the Microsoft Office portal in order to use the services.

Ensure that you are using a currently supported operating system and meet the system requirements. Information on this can be found under Resources for Microsoft 365 and Office . (Windows 7 is no longer supported)

Troubleshooting / Possible problems

If no license can be obtained for an already installed and/or used MS Office/Office 365, the following could help:

If the account change dialog does not appear in Office 365, it is described here how to get there: Link
Possibly Office 365 comes confused with old Microsoft accounts still stored in Windows. These can be found via the "Login information management" or. English the "Credential Manager" are found and removed from the computer: PC
There can also be references to old Microsoft accounts previously used on the computer elsewhere and must be manually "separated": PC & Mac
In the case of authentication errors (e.g.: with the OneDrive app), old identities may still be stored in the registry and must be removed: PC
If older MS Office applications are/were installed, complete removal of all MS Office components (possibly manually, see option 2) and then reinstalling any problems that may be resolved: PC / Mac
It may also be that antivirus or Internet security software, the login and thus the license reference of a locally installed Office 365, disturbs. Please temporarily disable such software to see if it is because of it.
If there are problems with license receipt, although the account has been entered and the terms of use have been accepted, it can help to terminate all Office 365 programs or restart the computer (not shut down and switch it back on!)

End of subscription

Your Office 365 subscription is only for the duration of your studies or Your employment relationship.

With the course of your studies or You lose access to the Office portal and all Microsoft services and data stored there.

If reports on the indify Microsoft account still appear under Windows, it can be disconnected under the "Windows Settings" -> "Accounts" -> "Recontact Work or School Account".
